Looks like the David Davis' info didn't come from Met/Home Office, but the MP for the police officer who is being prosecuted: "It is understood that Mr Davis’s letter was prompted by the police officer’s approach to a fellow MP." The retired police officer is facing charges this month of "misconduct in a public office": "He is alleged to have made a number of allegations about the bugging practices of the police." Seems this started from a retired police officer.
