Brown to Boycott Mugabe

Gordon Brown will boycott a summit of European and African leaders if Zimbabwe's President Robert Mugabe attends the event.
Brown said to the Independent that Mugabe had a travel ban for a “reason” and that reason was “the abuse of his own people”.
Is this finally the beginning of action on Zimbabwe?
