Citizens' Convention Bill - your help needed

Gordon Brown launched his leadership bid pledging to

build a shared national consensus for a programme of constitutional reform that strengthens the accountability of all who hold power; that is clear about the rights and responsibilities of being a citizen in Britain today; that defends the union and is vigilant about ensuring that the hard won liberties of the individual, for which Britain has for centuries been renowned round the world, are at all times upheld without relenting in our attack on terrorism.”

Let’s make this happen.

Today, Unlock Democracy has launched its campaign for a Citizens’ Convention Bill. The Bill, sponsored by a cross party group of MPs including Labour’s David Chaytor, will be presented to the House of Commons today by Julia Goldsworthy MP, and it is set for its second reading debate this Friday.

The idea behind this Bill is simple: there is now broad, cross-party support for the principle that Britain’s democracy needs to be renewed, and that the people themselves must be at the centre of any new reform.

The Citizens’ Convention Bill calls on the Government to establish a Convention within 12 months. It isn’t at all prescriptive about how this Convention should be constituted, other than that it must seek views from across the UK and among all sections of society. There are a range of options available, from the Scottish Constitutional Convention in the mid-90s to more radical solutions such as the Citizens’ Assembly model which has been used to review the electoral system in British Columbia, Ontario and the Netherlands, in which randomly selected members of the public deliberate on an issue.

Labour can proudly claim to have delivered more on constitutional reform than practically all of its post-war predecessors put together. However the experience of constitutional reform since 1997 has demonstrated that individual reforms, no matter how important, are not enough.  There has to be strong democratic narrative and crucially citizens need beat the heart of the reform process. The Citizens’ Convention Bill points the way.

I believe that there's already an up and running campaign outside Parliament to encourage Gordon to take a more inclusive approach to constructing a new democratic model. This launched a couple of weeks back with a raft of notable signatories in a series of press ads. You can read more about it and sign the petition at www.makeitanissue.org.uk.

This campaign builds on the work of Power Inquiry that some of you might remember. I'm encouraged by this campaign and the inquiry that came before because it's a way of breaking out of  an 'inside job' in which any new settlement is stitched up solely by the politicians.

Jon - you're right that there is a broad movement outside parliament to encourage a more participatory approach to constitutional reform.  Unlock Democraacy - the organisation promoting this Bill - has campaigned for this for some time and also signed the make it an issue petition.

The reason why the Citizens Convention Bill is significant and needs your support is that it gives the government a framework to make this happen.  Rather than just talking about the principles it shows Gordon Brown how a truly inclusive and participatory processs could work in practice.
