Brown & Clegg: The Start of Constitutional Reform?

Today's Observer noted that Brown and Clegg have been holding talks with regards to constitutional reform.

The Observer notes that next month the government will release a white paper looking at electoral reform.

Supposedly Jack Straw supports the status quo in the Commons but favours PR in a reformed upper chamber.

Could this meeting between Brown and Clegg signal the start of the great constitutional reforms we've been waiting for?
